Hello,
Different groups of Lost Prophecies rotate weekly. If Brother Vance doesn't have any Verses available for you this week, for example, it's because you already completed this week's Lost Prophecies or you have reached the weekly cap.
You'll have to wait for a specific weekly reset for him to offer the one that you are missing.

So if I need Verse 7 and he doesn't have it when speaking with him, it means that V7 isn't in rotation and I should try next week?

Correct, if he is not offering that verse it's because it's not in the rotation this week. You'll have to check Brother Vance every weekly reset, until he is offering the last one you need.
