Sure, why not?
Sounds like an awful system to make kids that don't try or care pass anyhow.It should in no way penalize people who did their absolute best and get knocked down because of it.

I actually asked a teacher last year about it but she said it was out of her hands. possibly a school official, but I doubt one student complaining to one school official could change their minds
