Just pointing something out, but with the jade rabbit rework you proposed it could be altered to a different idea. To clarify it's the headseeker perk you proposed. The perk is useless because that's already the main perk for the intrinsic exotic perk for the gun, and wouldn't effect anything. Don't get me wrong like I'm attacking at the idea, just remove that and the two quick shots idea is great already. If you wanted to add a different perk I would just say something like drop mag or extended mag choices for PVE and PVP respectively.

Even then I'm all for something to be broken as long as everything else can still be used against it effectively. I'm more a PVE player so that sounds like it would be a great boss melter. Thinking, however, in a sense of how Bungie and the PVP community would react to this radical change it would be really ugly really fast so it would be best for utility perks on it. An idea I thought of would be that what if during the second round in the two quick successive fires it could pierce through the person/enemy leaving like a small compact explosive shrapnel in the first person. If it hits a second target it will explode on impact and deal slightly higher damage than it did passing through the first target, and the shrapnel will also detonate in the original target upon hitting the second or after three seconds pass. The only way that explosive round will go off however is that the second round in that small burst must pass through an enemy otherwise it's a normal shot. Hopefully that kinda makes sense..
