Do you have the Nascent Dawn pursuit? If so, are you on a step to find/open a particular node? If so, you cannot combine stems until you’ve opened that node (which doesn’t require a frequency to open as it’s a special node).

Alright, yeah, that worked. Kinda silly that there's no way to know that that's the problem. They should put a Frequency in your inventory when you get the quest so this doesn't happen
