It works but you have to have the full armor set and emblem on is what I found works best. Also, if you are doing it on a Hunter, the only melee that counts is the Arcstrider's fully charged melee.

Your Hunter does NOT have a full set of the Dead Orbit armor on. It has an Iron Banner helmet, Raid gauntlets, Raiden Flux exotic cuirass, Curse of Osiris boots, and a Raid cloak. YOU NEED A FULL SET OF ARMOR FROM DEAD ORBIT TO PROGRESS IT.
