I think this discussion points a larger problem with Bungie's loot system - the purpose and usefulness of blues and purples get lost. It would be useful if blues had 2 mod slots to give them the ability for some greater customization. Legendaries would be more powerful by default, but only have space for 1 mod slot.
This also gets into the random perks and god rolls question. Rare/blue items should have only 1 random perk, while legendaries should have several.
With these systems and an expanded array of mods, I think Bungie would have several tiers of weapons that would feel useful and perhaps even 'craftable' in pve.

How is the usefulness of purples getting lost? We can only equip one Exotic, the rest are going to be Legendaries. We're not going to use the same Exotic all the time, we still need backup legendaries to fill the slots.

Exotics rightfully deserve to be OP, but I can also see how this might generate an overreliance on their use - even if it is just one. Further, there are only a handful of legendaries that seem to be in regular use.

Of course people will use their Exotics over anything else, but there's not a single all powerful weapon. A number of factors still have to be considered when choosing your weapon, and there's not a single weapon capable of prevailing in every scenario. Legendaries are still relevant as long as only on Exotic weapon can be equipped.
