I don't think you should be seeing a difference of 20% I don't see any difference in performance and play windowed mode in all games, but yeah there should be a fix for this by now.

I didn't think that either but I can easily reproduce the conditions where I can measure the drop in framerate. And is frustrating.

That is how I can get fullscreen while using an Xbox controller but as soon as the mouse or keyboard focus the game it switches to windowed mode and don't go fullscreen again until I restart the computer and change this option on cvar.
