As it would be a Void Trace Beam, I think it would be nice if it could heal you as long as the beam stays connected to an enemy. As in siphoning their power.
However, the heal would have to be smaller than the damage in PvP, otherwise it would lead to an infinite battle (would be funny though).
In PvE, the heal should be significant enough that a regular add couldn't kill you while the beam is connected.

Why not both? Enemies continuously damaged by this weapon are slowed, and a portion of damage dealt by the weapon heals the wielder. Kills with this weapon also grant a small portion of grenade/melee/ability/super energy.
