I'm surprised Bungie's AFK detection algorithms don't detect such repetitive movements and kick them to orbit. That sounds like the old rubber-banding (that was detected I think).
Be sure to report them on this website providing the relevant evidence.

Oh I did. Was pretty annoyed having to 2man the pyrimidion and when I saw 20 crucible games with 0 kills.
