He's an homage to Destiny. You buy things from him with "curious coins." He has a revolving daily stock of things and every day there is a different Destiny themed item. He's been in WoW since 2016...which made the people saying Blizzard had no clue Destiny existed when PC D2 was announced for being on the Blizzard launcher look right silly.
