As far as I'm aware you must complete all prophecies on the wheel-thingy.

i did, i said i have all weapons including last shotgun and that saint emblem. Do u even read?

No need to be rude. You get the Saint-14 quest after you have half of the prophecy weapons. You get the Sagira Shell after you have all of the prophecy weapons. Your original post implies you have just finished the Saint-14 quest, so you're a little over half way to unlocking the Sagira Shell.

Yep, same prophecy boxes, you can track progression on the wheel in the Lighthouse next to the Forge, there are 12 circles, 10 are the prophecy weapons, 1 is the Perfect Paradox and the last has wires sticking out of it. Once all are filled in you get the Sagira Shell.

Unlit means you haven't forged that weapon yet Lit with a symbol means you have forged that weapon

i have counted and checked the numbers on every weapon of prophecies, all numbers are there, 1 until 10. come on man, i have the shotgun. i can't have the shottie if i didnt finish all 10.

You get the shotgun quest after completing 5 prophecy weapons.

along with the saint emblem? oddly, bro vance still offers radiolarian and whatever-amplifier-by-doing-strike thou i didn't have any verse boxes left in my inventory.... i did mention " all 3 characters.." what if all circles lit cuz i didn't finished it with a single char but thru others two? nvm, it's complicated.

Nowhere in your OP do you state that you have all of the Verses complete. Maybe YOU should reread it.
