-blam!- the the division i got rid of that cancerous piece of shit a year ago i was fed up of enemies taking full clips of auto rifle to head and not dying amongst other things

Because the division is meant to be a real world shooter where you shoot PEOPLE destiny is different you shoot ALIENS hope this helps or do you want me to draw you a picture

No it isn't. In Destiny, you have shields as well, which makes sense. Shooting a guy with a cap on into the head should kill them. The Division is shit.

actually if you hit them in the actual face and not anywhere else on the head, their life does go substantually down faster

Nope the boots are armor plated hiking boots . Wouldn’t have made any difference :)
