Frame and weapons are all lvl 30, but I'm still finding it difficult to kill enemies around level 25. Makes it hard to solo, and I feel useless in a group setting. Your defensive and offensive capabilities aren’t based on level, but rather the selection of 8-10 mods you cram into your slots. You level things up so that you can essentially place more/better mods into your weapons and frames.
