EA published it, Bioware made the game. So Bioware would make DLC, not EA. And there was free DLC for a while after launch. And the game seemed rushed, if Bioware could have delayed it a little bit more, it probably would have been way better.
Being an EA studio, Bioware doesn't have independence. EA force the studio to use the Frostbite engine like they did with ME:A. EA can release unfinished games, like they did with ME:A. EA can shut down all of Bioware like they did with Bioware Montreal after the release of ME:A. Bioware is a brand name, a fiction perpetuated to make you think you are buying a better game than you are getting.
