He means as active duty soldiers. If there were females soldiers they were VERY well hidden and dressed as men if they weren't used in some type of support role. The Russians however had seemingly few qualms about this as they had an all female battalion but it was disbanded rather quickly. They could have used this and had it be totally legit.
