We’re really not sure about that. Some things suggest that Osiris left before he could be banished, and we know for sure that the Speaker actually wants to talk with him, but Ikora says that he was banished. Bungie just needs to pick one so that we can all stop having to decide which one we believe

There is not a new Speaker yet so until the day a new one is assigned we cannot be sure it is Osiris or anyone else we know in Destiny
