Here is a photo of all processes open while I am attempting to open the game if that helps.

This shows that D2 is already running. If it is not appearing, it may be a ghost version (it closes but leaves a piece running) which makes the computer think it is already open and most apps are not allowed to open more than one session.
Kill D2 in that list and try again.
Another thing is the Blizzard Helper app is running 2 sessions. Depending why, this may be okay, but seems a bit weird.
If killing D2 alone, and then restarting it, doesn't work then I would kill all processes related to Blizzard, BattleNet, and Destiny 2 and then see if you can get the launcher to run it again.
If still no luck, you may want to click the button that shows what is running from all users, since that will also show you what is running from the System and potentially any secondary processes that run across users.
Force closed d2, no luck. Force closed all battle.net related processes, no luck. Also didn't see anything else real helpful in all user processes other than normal windows system processes
