Its just like the loot cooldown on chests. Wait at least 5 minutes between turning in engrams or you'll likely get repeats. Artificially inflating the grind is bungies primary skillset

The thing it's it's been well over the cool down time because I go and have to run several strikes or a good few public events before I get an exotic engram and the I just run to tower and decode and tada another lance
