Stability is fine as for 90 aim assist needs to be dumbed down

And how are you comparing that? There are not 2 identical weapons, where the only difference is having or lacking HCR.

Uriel doesn't get a stability decrease, it has no recoil to begin with

Are you sure? it might just be that the alternate perk choice increases stability. I don't think high caliber rounds itself lowers stability.

Well I think its still a tradeoff too. Hcr or high stability.
