I done this with a friend yesterday and his didn't drop. 2 of us had the rat king on us and 1 had the quest. In guessing at least 2 need the quest.

One of them already had the rat king the other one i don't recall. But if it's the case, it's dumb from Bungie in a few months new players will struggle to find someone with the quest so they can get the weapon.
