The faction pledge is per character, not account. Could you have pledged with a different character? Also, the discounted purchase is a one time thing. You can purchase it once for 1000 but any subsequent purchases are 50k.

You only get 1 for 1,000 glimmer. Any additional you buy will be 50k. For scout rifles, farm heroic public events for a little bit. You’ll get more than enough.
