Yes. The lack of weapon rolls and more variety in weapons/gear period is a real problem. And recycling models for 'new' gear (Factions) shows that Bungie is very tonedeaf in this regard.

Weapon models were recycled in D1 as well. You only have so many work hours per person per week and bringing new guns into the game takes hundreds of very expensive man hours.

They have been working on this game for years having new armor sets for factions isn't that hard

Really? Do you have any idea what goes into making a model? Or how much it costs to pay a competent modeler? How about a graphic artist to do the skins? I'm not sure if you've been paying attention to the shaders, but even racing games don't have chameleon and pearlescent effects that good.
