I'd go for the Cabal in general. Both groups are space empires who conquer and subjugate other races and are known to blow up/glass planets/solar systems for various reasons after first assaulting and destroying various ground and fleet based infrastructure with seemingly endless amounts of troops and resources. It's actually a bit difficult to compare who has more soldiers/ships/resources what have you as both are rather vague about that kind of logistical sense and the actual answer for those kind of questions is in reality however many there needs to be to tell the story. However there are some key differences between the two that puts favor towards the Red Legion. First and foremost, technology. The Covenant are specifically noted to imitative in their technology rather than innovative. Everything they create is based off a forerunner design and they do not make any attempts to understand or improve said technology as it goes against their religious teachings and ultimately their technology comes down to swords, shields, ships, and guns. If I recall correctly the UNSC is more advanced then the Covenant at the end of the war. In a direct comparison the Cabal are noted in game for being able to analyse and comprehend Vex tech, have sensors on every soldier to completely analyse the battlefield in real time, are able to analyse and reverse engineer Hive magic into a techno-logic base in order to capture the Traveller, [spoiler]Do the same to the Taken in order to steal light from the Traveller and empower Ghaul, and are implied to have built both larger then planet sized ships on their own.[/spoiler] That they make some of these improvements during the game implies an active use of science and engineering to improve their capacity that the Covenant simply do not have, and would be a major advantage in any conflict between the two. The other big advantage that the Cabal have is physiology. The main force of the covenant by pure numbers, if I recall correctly, are the Grunts. While the main force of the Cabal are...well, the Cabal. They are just stronger, tougher, and have less tendency to panic in general. I can't really imagine a scenario in which the Grunts could defeat Legionaries that did not involve the Grunts outnumbering the Cabal by at least an order of magnitude. While Elites and Brutes are probably of similar height to an average Legionary, the Legionaries seem, to me at least, to have more mass in general which would suggest more strength and endurance in general. Hunters certainly outclass legionaries in terms of power but that's rather easily matched by the various Colossi and Valus the Cabal have, who are all combat veterans in their own rights. The Cabal just in general more physically powerful. Then you have to take into consideration the Psions, who fill roles similar to the Jackals, Drones, and Engineers, are probably all around better at said roles do to the fact that they have psychic powers with the strongest of Psions capable of altering the orbits of heavenly bodies (Psion Flayers). I'm sure there's other things I'm forgetting but those two points certainly point to an overall Red Legion advantage.

  • two things, first even if they are only coping the forerunner tech that means they potentially have some insane stuff like say the rings that wiped out most sentient life everywhere, or a system that digitizes entire planets and turns them into mindless warriors. second, what difficulty are we assuming the covenant to be from, because if we are assuming normal yeah cabal probably win in the long run, but if we are assuming legendary difficulty covenant than the cabal are kind of bleeped, because at that point one covenant hunter is equivalent of a valus turak from destiny one and they come in pairs.

  • Considering that the Covenant believe the Halo Arrays are a source of "Divine Wind" to be used to ascend themselves upon a "Great Journey" they're more likely to use it to accidentally microwave themselves into extinction rather then as a weapon as intended. Not to mention that the area that the array covers is maybe 4.91×10^8 Light Years and the Milky Way is roughly 7.85×10^9, An array could only take out about a 16th or so of the galaxy is my very rough, very basic math is right. More than enough to take out the Orion Arm where both we and the Covenant reside. How much of the Cabal Empire resides within the Orion Arm is unknown, but likely falls between some to all. Either way, I wouldn't take the total extinction of the Covenant over the partial to total extinction of the Cabal as a victory in any sense. That's assuming that they could even defeat Sentinels defending the array or any possible Flood Infestations, or even a Cabal Invasion tipped off from visions of the OXA Machine. Also the Covenant never had a Composer. It was discovered by the UNSC and recaptured the Ur-Diadect. Jul' Mdama's faction was a splinter group, a tiny fraction of the colossus of the former Covenant Empire. They were akin to a Fallen House rather then a vast empire, violent scavengers clawing at whatever they could steal and bodge together. They found some Prometheans to be sure, but it was the Forerunner himself who held the power. As for the question of difficulty, that's a bit harder to quantify. There's no real "canon" answer to how powerful the various troops are in either campaign. Is it the low quality cannon fodder Cabal fought in the early missions of the Red War as you attempt to take back the EDZ? Is it Power Level 270 Raid Enemies? Nightfall Arms Dealer with Prism and Timewarp: Killing Time? Fact is that the difficulty is a somewhat abstract aspect of the game and is supposed to be a somewhat acceptable break from reality, you can't honestly expect the enemies to be conveniently fought in order of skill and power in real life. But for the purposes of this argument, lets assume a logical correlation between low power level Cabal from early missions vs. normal (or possibly easy if you're feeling generous) difficulty Covenant forces and Nightfall power level vs. Legendary Difficulty would probably be a fair assumption.

  • agreed that is probably the best way for the difficulty comparison, personal opinion is that cabal win the lower difficulty but lose badly on legendary difficulty. this is assumption on my part but given that i haven't seen anything to say that space travel in destiny is better than space travel in halo, if anything halo seems to have better space travel tech than destiny. so again this is just my assumption but it is probably safe to assume that most if not the entire cabal empire is within the Orion arm of our galaxy. my bit about the halo installation and composer was that more that they stuff the covenant was basing there technology off of was significantly more advanced than what the cabal have.the strongest forerunner weapon the halo installation could take out a good chunk of the galaxy where the almighty the strongest cabal weapon we've seen or heard of could only take out a solar system. the only things in destiny that seem appropriate to compare to forerunner tech is the traveler and vex. i might be using stuff from the halo books and not just the game, for the bit about space travel.

  • Difficulty doesn't mean jack. Difficulty is a game mechanic, not a factor in deciding the result of military actions. However if you are taking difficulty into account, try Cabal with these modifiers applied to them; Beserk, Epic, Fresh Troops, Ironclad, Match Game, and Solar Burn. Obviously it's pretty ridiculous. In these "who would win" analysis things, we treat the forces as if they were real and not out of a video game with video game rules applying to them. Unless there's some breaking the laws of physics type of stuff going on.

  • problem is difficulty affects how strong the covenant units are and how they act throughout the entire game. modifiers only effect a single mission, so my question is very relevant, i'm asking how physically and mentally strong the covenant are and this varies depending on which difficulty your on.
