Do you think someone is going to get banned for illegal activity when they get reported for it for posting in the wrong subforum? The system is set up so that as members of the community, [i]we help out the ninjas[/i]. This is literally how that happens. If the web team doesn't like that, then they should add a button to specify the complaint. But this is still the best way of getting the web team's attention besides messaging them.
