This has been happening to me A LOT on Io. Been trying to farm for the Gensym Knight Robes and not only is he giving me every single thing else but those, the farming is just tedious when suddenly I stop getting tokens and phaseglass from resources.

Had 1 helmet, 2 boots, 1 cloak and that's it from an awful lot of rank ups. We'll get there, eventually.
