It's currently only in the ''Payback'' campaign mission. Pretty sure Bungie are going to add it in Multiplayer and certain Strikes.

It was in the inverted spire strike it just rarely shows up

Sry my bad. Misread the OP. I dont think they would add ir in pvp. Probably yes in a strike, but who knows.
