It's your power level. Lv 16, 18, whatever weapons still have potential to drop that high. Save them and have high power second characters :) when you hit 220 or 230 something they'll all be lv 20

Thanks for the reply mate. What do you mean though? Just keep them in my vault and they'll transform into Level 20 items?

Oh sorry I mean lv 20 items will start dropping more. But the level doesn't really matter. It's all about the power level. So really a high power, low level item is a good find
