This gives much more support to Ikora's statement in one of the new adventures about the Cabal being a collection of many different species. Especially since the definition of Cabal is: : the contrived schemes of a group of persons secretly united in a plot (as to overturn a government); also : a group engaged in such schemes

I believe there's only two races that make up the Cabal actually. The Legionaries, Phalanxes, Colossi, Centurions, and the majority of their leadership are one species, and the Psions are another.

Calus at one point gives us a list saying "All of us are stronger when we join hands in song - Cabal, Psion, Sindu, Clipse, Arkborn and all the others". This appears to be a list of at least five species in the empire, and it also seems to suggest that there are other species too.
