He's not going to step up. If Trump was going to manage to do incredible things this was the time. This is when he had political capital, both chambers of Congress, and should have had public support. Obama's signature piece of legislation was the ACA. Whatever one may think of the ACA it was the most significant piece of health care legislation passed in the United States in over 50 years. There is no way Obama would have passed that bill 18 months into his presidency. In about 7-8 months or so all eyes will shift to the 2018 midterms. Congress will not pass any controversial bills from Trump. This was the time to spend political capital. Obama won in a landslide election and Democrats made bigger gains in Congress in 2008. Two years later Republicans came back with a vengeance. 2018 could be a bloodbath for Republicans.

Seems most hopes pinned on him were economic, and in all fairness hes not had the chance to walk that walk yet.
