With Lucio's new changes throughout the year, I wonder how Lucio ball will be affected

It probably won't be affected all. Lucio's movement speed and ability cooldowns are all still the same as last year. His boop was changed slightly but the affect isn't all too noticeable. The game should be unchanged as far as most are concerned.
