Don't pre order digitals in general, regardless of system. I order from stores, that way I can cancel. I'll pre order digitals if it's a remastered edition like Skyrim, or something I know for a fact I'll enjoy.

Not by state laws or consoles. Less it changed. PS4 owners can't get refunds unless directed by law.

What? That is a complete lie. I've done it myself, and 15 seconds of using Google would tell you the same thing.

Only PS4 owners in the U.S. are screwed in this regard. Xbox and Steam allow cancelling. PS4 in Europe allows cancelling due to consumer protection laws.

You cancel pre orders on Xbox unless you're using Xbox live credit. And they're currently testing in the preview program letting you get refunds on digital games within 2 weeks of purchase on the condition you haven't played that title for more than 2 hours.

By xbox credit do you mean Microsoft points? If so then you can be refunded for preorders with that. Did it last week.
