The KD/A emphasis should be helping players get more kill credit and subsequently more super energy.
I've had the occasional match without a super, but for the majority of the time I get at least one super, and there have been times I've had two.
Advice for those players struggling to get their supers: roll with your team, don't go wandering off, shoot, assist, get that super energy, launch your super. There isn't really much more to elaborate on. If you're spending half the match alone and wondering why your team and the opposition are getting supers, then wondering why you aren't, then crying for free supers by having Bungie reduce cooldowns. Get out there and work for it. Be a better player by not sitting around relying on ability spam.
Buff cooldowns for PVE, but PVP is about right imo.

Been running a striker and I have been shoulder charging and slamming every game. Actually been having a blast shoulder charging, no one ever expects it.

As have I. Shoulder charge is fantastic now it's intrinsic, great for mopping up an injured opponent!

I have noticed that people give chase a lot more and if you know the map you can always get them even if your health is low. Just have to be quick on the follow up punch. I have run around in circles watching my radar and then when the timing is right I go in for the kill.

If you know someone is coming at you whilst you're behind cover, you can just run at the wall in front of you to charge up and crack a SC as soon as they push you. Here's a tribute montage I made in honour of Shaxx and his Crucible shouts, no SC action unfortunately as I cut most of them out to keep Shaxx's dialogue flowing as smoothly as possible, but it does show that ability cooldown alterations in D2 aren't actually as drastic as people are making out.

I agree with your advice and have been saying similar things on post. But players here would rather Bungie cater to them and make it easy then actually having to improve as a player
