What would they be charged for? Not saving someone is not a crime.

I think it could fall under manslaughter or another "indirect" death charges. They didn't help him when they had the chance to, and when they should've. Sort of negligence.

They're trying to charge them with failure to report a death which is a misdemeanor crime as of now. Don't know if it'll stick or if they'll actually push for it but it seems like the Police Chief really really wants to get them for something.

not neccessarily especially if you arent alone like this kids in the video. out of all reactions filming the incident and taunting the drowning guy is probably the worst thing to do

No. But in america you are under no obligation to risk your life to save others.
