Yes but america is the only country to be runned by a business man who knows hownto make make easily. Alot of other countries will not do it because of democracy.

A lot internet traffic even in Europe can be carried via American owned ISPs. If they don't keep Net Neutrality it will effect other counties, who will be unable to do a thing about it.

But i am pretty certain you just change the isps the traffic is on. Its probably not as simple as that but once the rest of the world catches whiff of it spreading then there will be plans put into motion to either overcome this problem or to stop it dead in its tracks. Contrary to popular belief the governments will care about this as it effects everyone massively, plus it will make them look good for the next election if they stop it.
