I don't think I ever heard that. Satan was the angel Lucifer. As far as I'm aware, he was never related to God, not as a brother, son, whatever. He was a high ranking "Angel of Light" that wanted to be God.

And as all angels were created by God, he would be God's creation just like anything else.
