From a lore point of view both Summerset or Hammerfell make the most sense.
One being the home of the tirant that currently rules most of the continent.
The other one being the last free province stil opposing them.

It's not like that will necessarily be the case by the time period which ES6 is set in. It could easily be a thousand years later, and everything be totally different.
