Sure.
Unless they have a parade going on- -blam!-ing up my travel plans is no way to win me over- public transport is unreliable as it is... I'm looking at you, Dublin.

Ideally, no- they are an utter disruption to the greater public. If they must occur, they ought to occur on small lightly used streets and not on major routes though the city centre.
