Bungie should grow up and address these unanswered questions in Destiny 2's DLC 3 & 4
Also I'd like to see where Xur goes in person

Xur is an entity created by the nine. However, in an interview about Xur being in Destiny 2, (I believe Deej) said that Xurs will "is not his own" which implies that he is controlled by the nine.
