Only if it takes the last played map out of the choices. I remember playing the same map for 12 games straight on Halo 4.
And
Fireteams get 1 vote so they can't bully a lobby.
RNG would be the tie breaker.

Or the could do it the way CoD does. Play a map twice in a row and it disappears from the two options for a bit.
