Isn't "Skill Based Matchmaking" another name for "Ranked" Playlists? If so, the only people who bitch about being paired against people of their skill level are "good" players.
I much rather prefer getting paired against people at my "skill" level. I am bad at PvP and when I am made to compete against people with twice my KD / ELO or whatever other stupid measure PvP types get off on, I hate it.
They need to ratchet up SBMM so that you only play people of your "rank." But then all you "git gud, scrub" types would do nothing but bitch about your "sweaty" matches. LMAO.
It is and it isn't. Gameplay wise, yes. Ranked playlists do the same thing SBMM does. But the purpose is different; in a ranked playlist you ultimately compete to be rewarded a certain rank which is visible to everyone else, and because your rank is ultimately decided by your wins and losses, there's much more of an emphasis on teamwork in ranked playlists as opposed to just SBMM.
However, this emphasis on teamwork usually ends up working in the opposite direction, where you're more likely to get flamed than to get callouts.

If that's the case, they should never include ranked play. I passionately hate people that find identity in ranks. Reminds me of gang mentality.
I don't suck at PvP and I could care less for ranks. It's a video game trophy, it doesn't change my experience with the game either so it doesn't really matter.
