What OP fails to mention is that Ghaul staged a Military Coup and became Emperor, exiling the prior Emperor Calus.
Just being Emperor and taking the mantle by force are very different concepts that make you see a villain differently. The fact that he staged a coup is much more interesting.

What you both fail to mention is that they say nothing about him becoming Emperor and each time they refer to him, it is as the leader of the Red Legion.

And Consul is pulling the strings behind the whole ordeal. If anyone's going to be emperor, it's Consul.
