I wonder if that's not what they're actually doing this time around. In D1, most everything started out super strong and was brought down to what Bungie later intended. It gave the impression that everything was nerfed to the ground. Now, if everything starts out kinda weak, they can buff them into balance and everybody would, in theory, not cry too much about it. Who knows though?
