Look for the Cult of the Worm mission node for the lower light level Prison of Elders.

That's what I've been doing in the last 6-8 weeks, but nothing... Am I missing something here?

There are two seperate nodes you can choose from: level 32 Prison and level 42 Prison. Pick the level 32 version; he will never show up in level 42 Challenge or Prison. The mission is here this week.
