The keystone isn't s very good gun for Pve because in raids it still can't 1 shot enemies so you might as well chose a scout with more in the clip like cryptic dragon . Only time I use this archetype of scouts is in combined arms
The wounded scout isn't that good either because crowd control and triple tap don't really work together good.

I dunno crowd control + triple tap is ok. You get bullets back while doing more damage to lower tier mobs. Its not amazing but its not bad.

They're the best PvE weapons on offer this week, so that's why they're at the top.
