It should be for ornamenting a full set of gear, just like how the KF and WotM needs you to collect a full armour set for the shaders.

No, it shouldn't. Armor doesn't drop for shit. The shader should be a guaranteed drop.

Once again, it should be a set reward like KF and WotM, not a possible drop from raid finish.

It's got a better drop rate than the shaders. I've never had problem with armour drops.

I get nothing but guns. Rarely armor.
