Well in the original Taniks strike, Variks is your guide and he says something similar: "Taniks has called you out."
I'm assuming since Variks is not part of the Rise of Iron storyline, the Vanguard substitute this with a simple "Taniks has spoken" in the Perfected strike dialogue.

Actually the you can get that line in the new strike I'm not sure how exactly it's done but you can have variks say that line during the strike
