Outbreak prime needs to do solar damage. It doesn't make sense that the fallen siva weapons deal solar damage and ours doesn't.

I'm not disagreeing with you, putting solar damage on it would be a good thing. But by your logic all of the new exotic primaries should do solar damage, and there is no evidence that SIVA can only make solar weapons, quite the opposite, it can build anything you need.
