It will only be able to do that once Crowd Control is active. The reason the WoTM scout can 2 head 1 body is because it has barrel mods that increase it's impact.
Explosive rounds doesn't increase impact or total damage done in PvP.

Are you sure about not increasing damage. I know in pve it does ( in most cases). I like the raid scout id just like to use something like that for pvp perks, but if it can't do the extra damage then nvm. Thank you!
