It's a year 1 exotic, but exotic nonetheless. Should still be useful if done around level 28 and not 40

You unlock the updated version of the exotic in the kiosk, so it is beneficial

That's true. They require LMs for first time purchase though, so you still have to wait til level 40 anyway. By then, level 28 PoE is ehh..
