I have rodeo and counter balance on three auto rifles and they all have without braced frame much more consistent shot patterns than just braced and counter balance. Though I do agree that the higher fire rate gain less overall it is still a beneficial perk on many gun especially pulse rifles.

Counter balance is all you need on a pulse, literally that's it.

It helps and if you're talking a tip tier player, then yes, you would be correct. Most people are not top tier though and rodeo is a nice stepping stone for someone who wants to do better.
